Odd ABS problem

I have a 2L 16V
When applying normal braking the ABS system cuts in during the final second before the car comes to a stop.
Otherwise the system operates normally.
If the modulator unit is disconnected electrically the car comes to a halt without juddering, so it is not a disc or pads problem.
I have replaced the modulator controller unit but the problem persists.
Anyone had an identical problem which they have solved please?

I think that one of the abs sensors is faulty and at low wheel speed gives a false signal that the wheel is about to block.

have you had new bearings recently? my flatmates car (Saxo) had this problem, since new drive shafts and bearings were done. The thinking is that the sensor end gets worn down when the bearing is loose, new bearing straightens the wheel up, sensor doesnt read it and thinks the wheel has stopped on one side, so ABS is activated. the sensor at fault will likely be the side that isnt locking up. doesnt come up with a code, as at standstill the sensor seems fine, and you cant check it at speed 
ive seen this theory on this forum and others, seems reasonable, new sensor (and bearings if goosed), usually fixes it. cant say for my flatmate, he says hes got used to the grind/pttting of the brakes now, and refuses to pay french prices for a sensor

Mine does the same too.
It started happening after i changed a rear wheel but that had broken up.
I suspect the rear wheel sensor too and plan to change it soon.

I do have a couple of spare rear sensors, but this has to be worth a try first.

Wellknown phenomenon.
Just get all your 4 wheelsensors dried & connectors thoroughly cleaned. That will cure certainly cure your problem.

my dads cougar does this but it was initally caused by the abs ring on the wheel hub (the bit the sensor reads from) exploding while traveling down the motorway, it scoured the surface of the sensor and even though its been replaced, it still rumbles, odd

Mine also 'brrrps' to a stop (from about 5mph down) sometimes - quite often the ABS light will come on a little later, or maybe it won't. Sometimes the light will come on whilst driving, other times it won't go off after starting the engine. Cycling the ignition nearly always makes the light go off again until the next time the problem happens.
It's almost certainly one of the wheel sensors - and I've a feeling it's the front LH one - but how do you get the darned things out without destroying them in the process?!

There's a simple answer to this Darren. You can't!!
You just have to drill them out and buy some new ones at a high cost.
Be careful not to drill down as far as the sensor ring though.
