Power Saver Relay - Timing?

Evening All, I read somewhere on the Site that the Power Saver Relay may take up to 1.5hrs to operate (de-energise?) thus minimising electrical load on the battery in the 'Key Off' situation - Why should it take so long and is there any way of reducing this time? KeithCEng
