Idle surging

Here's an odd one gents. 8 valve has started to surge from 1000 revs up to 2000 and back down. Suspected TPS so disconected battery for a couple of hours and it was ok for 10 mins. Now surging again but check this out...if I switch the heater fan to position 2 normal idle returns ? What is that about? How can a drop in resistance to the heater switch affect the idle rate?
Any help greatly appreciated.
