it is.... and will do even more so in future budgets because Brown et al think it is a good way to raise cash while making out that it is an environmental thing they are doing.

Quite right too. I've just bought an X-reg Daewoo. If I'd bought one 6 months newer it'd cost me an extra £60/year in tax despite being identical.
The diesel Discovery I had was ever so cheap to run (just disintegrating metalwork killed it!), being capable of 38mpg and no more expensive to tax than a 1.6 of the same age.
