Vacuum solenoids

I have a P reg 2.5TD, it has two vacuum solenoids on inside front wing. One is for the EGR what is the other for ? Dealer said he didn't know, then on advice from a mechanic said it was a vent for the self leveling suspension. Currently it vents the vacuum line, that is vacuum connects to a line going nowhere.

You'll have the later (fully electronic controlled) engine - the second valve controls the turbo.
