cooling fan not working?

i don't think my cooling fan is working at all. The engine seems to run very hot when travelling very slowly or when stuck in traffic but cools off again fairly rapidly once the car gets moving. I never hear the fan running or starting and it never seems to be on when the car is apparently running a bit hot. Alternatively, maybe my temp guage is broken. Or something else horrendously expensive. Any ideas about checking if the cooling fan is working? Have checked fuse and its fine.
