24v cooling fans

The 2 electric cooling fans start even when the car is still warming up and then increase in speed when you would expect them to cut in normaly. Does anyone know if this is correct operation ? or do I need a new thermal switch.
My 24v has the extra cooling radiator for the auto box as well and she seems to run at correct temp when warmed up.

The fans will run when the air con is on try switching it off when you start up to see if it is that
