Rev counter/ turbo

Can anybody help? I have purchased a 96 Scorpio Ultima 2.5 TD manual.The problem is the rev counter only works for about 4-5 minutes from cold, once it has been started it won’t work again until completely cold. There is a lack of power as the Turbo doesn’t appear to work, could this be linked to the rev counter not working?
Has anybody any thoughts for solving this , please bear in mind I am not a motor technician but not too bad at DIY repairs.
