It could be the thermostat, could need a CC reset or as bazz says just need to floooor it a lot

I had the same problem the thermostat was open but be carful taken the old nuts out the relace it i happend to snap one of mine i ended up drillin the thing out and re threadin it

Maybe the electric fans are on all the time.
