Problem getting expansion tank cap off

Hi There, I am probably doing something obvious wrong but I have not had this on any other car that I have owned. I have a 1995(M) Frogeye Scorpio, 2.016v Manual. I need to top up the coolant as the waring light is on for a short time when I start the engine, I have looked and it is just above minimum and I want to top back up to maximum. When I take off the expansion cap there is a black disk that seems to be fixed in place preventing me from topping up. I dont want to force it off, is there a special tool required? Any help would be greatfully received. Thanks, Steve.

Sounds as though the cap has come apart into 2 pieces it should come off as 1 piece....

Thanks for the replys, shall I just force off the broken part then? It seems stuck to the top of the expansion tank.
