Oil around plugs

I checked my sparkies on my cossie for the first time a few days ago (I haven't had it long) and was suprised to see them dripping with oil 
They all appeared to be tight enough. Is this a common thing?

what colour are the shrouds (white when new) on the end of the plugs? (wipe off any oil first  )
also does the car smoke at all?
