steering column not locking

My steering column does not lock into position very well -
sometimes if I pull out at junctions, I pull the steering wheel down onto my knees.
Not desirable, not safe, and an mot failure.
Is this common?
if so, is there a quick fix (I'll probably try to fix it in one position with cable ties for mot) 
if it's uncommon, then has anyone got a mechanism or whole column for sale?
