ONE DAY I WILL UNDERSTAND THESE CARS!

hope someone can help me on this.. my car has just passed its MOT , and for 2nd year its scraped through on emision tests, after last years near failure, this year i changed all the filters, used ultima fuel for the last 3 months, and used redex / injector cleaner... the MOT tester bloke said it was most likely the cats or one of them (he knows how to work on scorpios hes not your average ford dipstick) he has said a scan would identify this.. but if the worst comes to the worst what would i expect to pay for 2 cats 2nd hand and are they easy to fit? or is it a ETS job? (you take your own exhaust and they fit it for you) many thanks kev
