Strange behavour

Hi Guys, sorry if this topic has been posted before but I’m struggling to find a remedy for this problem ! My 95 2.5TD estate has given me many trouble free miles until today when I tried to start the vehicle which was warm I got the erratic flickering needles, dash lights going on and of and what sounded like a ticking noise coming from the rear of the car, I tried to bump start the car but it wouldn’t have it although it seemed to try at one point but seemed as though it wasn’t getting fuel through ! are these symptoms of a faulty fuel pump ?
