EGR valve

When I undone the valve from the mounting plate, to get to the gearbox.
 
I could turn it a quarter of a turn till it went tight !
 
I'm guessing this is why I can smell petrol while driving ?
 
I know that one of the gromits in the bulkhead is loose,
Because while driving I get a draft through the steering cowl !
