parking heater wiring to HBC

hello everyone, i've got a problem with my 1998 cosworth
but first like to introduce myself i'm Austin. I'M an american and live and work in Germany NRW. I work at a restoration shop and am pretty car smart. I recently bought the scorpio from a small dealer by chance. so it turns out this was the car for the mayor of Köln. 
so I have been slowly fixing small things and getting the car road worthy. one of the problems I have is that the blower does not work.so the problem is that (from ford)
there is a parking heater installed so when they installed the heater they cut and changed a couple wires . Mostly, they changed where the wires to the HBC go. so this where I run into a brink wall. when I rewired the HBC without the park heater the blower works and i'm happy  the car has A/C and klimotronic hopfully somone has a car with these options and can shed a little light on this puzzle for me. ( wire diagram and picture from the HBC)
here is a picture of my HBC and the relay in engine bay.
so sorry if i'm writing funny or spell something wrong been in Germany for a while and I'm forgetting my
English.

ya i found this but i was hoping to find someone with the same heater or maybe a wiring diagram on how the heater and the HBC wired are.
