Fans on high speed (again)

Seems to be one thing after another at the moment. Got the water leak fixed and the poor running / misfiring.
Now it the turn of the fans.
Engine hot or cold, A/C off then no fans at all.
Switch on A/C and fans come on high speed within 10 seconds engine hot or cold.
Switch A/C off and fans carry on running at high speed.
Last September had new expansion valve fitted along with recharge and everything worked as it should.
Any ideas?
