Sticky accelerator pedal

Hi all. My problem is a sticky accelerator pedal. I have a '95 Scorpio 2.0 16v manual Executive factory- fitted with Traction control. (There are no warning lights showing) The accelerator pedal is perfectly free, smooth and light in action when the engine is off - so I don't think the cable itself is the problem.. As soon as the engine is running however, the pedal goes sticky or tight in the rest position - so from starting off or when changing gear where the pedal is allowed to return to rest momentarily, it is reluctant to move - you have to jab it with your foot to shift it - making it unpleasant to drive. In all other throttle positions the pedal feels fine. Is this a TCS issue - is it grabbing the cable somehow? Has anybody serviced the cable interface in the TCS unit? Or is it an electronics/wiring issue.........The throttle butterfly itself in the throttle body does not seem to be sticking. With the engine off again the accelerator goes light and smooth from rest again. Any ideas folks?
