Do I need to get the cc panel out if I only want to fix the airbag light, resolder the joints, or can it be disconnected when I remove the dash panel.

Yes. It is a simple task to remove it BUT take care. Instructions are Here. You will see that once removed the panel is simply unclipped from the wide ribbon cable connecting it to the unit. Look carefully at where the four spring clips are located which hold the panel in place AND ease it slowly to the left as there is a lug on the right hand end which sits behind the facia. The heated screen switches have to be passed as they are fixed so it is a case of gently does it. 
DO NOT be misled by the diagram which shows the 'tag' on the left of the panel. It is a left hand drive diagram! The tag is adjacent to the screen switches as I have said.
