A Few Probs

Hey Guys,
Just a few questions.
1) What might cause the engine not to rev up sometimes. Could it be a sensor?
2) Also, if the engine gets over 4000 revs it starts to spluter.
Any Ideas?

its at the idle stage.
mpg is fine.
Also I was told it could be the coil lead

try not to rev it hard at idle. it's bad for the engine and a limiter might be kicking in. not sure. 
i'm a bit lost here.  what's the problem with it driving?

It's limited to 4000rpm in park and neutral I believe  .
Bad coil pack would give a slight misfire, does it feel like it's misfiring/hesitating or just hitting a limiter?
